Looking for confirmation

Part list:
Asus z170 board
650 watt Corsair psu
1080 gpu
Corsair DDR4 2666 Ram
6700 k cpu

I'm having issues with this new build posting. The motherboard appears to power on. The PSU fan does not spin. Which I think might be a power saver. I have tried all components on a different board and they all work fine. I am pretty sure it's a board issue and I am trying to confirm before I fill out a RMA and wait 2 years before I get the board back. Is there something else I could be missing ?

Can you remove the GPU, then remove the motherboard from the case and put it on top of the box that it came in, and plug the monitor directly into the motherboard? If that still does not work and you confirmed all other components work, then you can file a RMA.

Yeah I've done that already. Right now I have only the CPU connected at this point trying to see what happens. I took everything out and am trying the bare minimum.

You need RAM to POST.

Sorry. Ram is installed. I have actually tried 3 different DDR4 DIMMS. Same result.
