Looking for CPU Upgrade from i5-4690

I'm looking to upgrade my current cpu. My current CPU is a i5-4690 and I'd like to upgrade it. I'm looking to go AMD cause I've heard good thing from some friends. What would you guys recommend as an upgrade that won't necessarily break the bank for a college student. (preferably less than $250 if possible)

I'd like to play games on decent setting, especially the new Call of Duty Blackout.

CPU-intel i5-4690
GPU- GTX970

You can manage an r5 2600, a b450 mobo, and 16GB of ddr4 for $250 pretty easily if you include selling your current hardware. Just separate it and put them up on ebay, looks like 4690s are going for ~$105, you could probably get ~$30-40 for the mobo if it's not complete trash, and 8GB of ddr3 can still fetch in the neighborhood of $40-45 depending on the quality and brand. Factor in ebay fees and shipping and you'll probably have to knock ~10-15% off those numbers, but at least you get some money back. That being said a 4690 should still be able to handle COD Blackout pretty well.

This is all the stuff one friend suggested haha, I plan on getting these and can afford them. Will I be able to perform well on games on decent settings maybe high? (ex. PUBG, Blackout, etc.)
Blackout was running at 100% cpu usage, probably due to the fact it was beta, and people with higher end cpu's were having the same problem.
 
Nearly 100% CPU usage isn't necessarily bad, you can still have games run well, but it just means that with every program you have open (chrome, discord, whatever) you sacrifice a little bit of FPS. Blackout will probably be better optimized in a few months after they patch if a few times, it seems like the COD titles might take the PC market a bit more seriously moving forward, which may mean that your 4690 will handle it with ease. The R5 2600(X) will certainly handle it. Core for core, the 2600 is actually similar in speed to the 4690, but the extra 2 cores and hypertheads will help with background tasks and possibly the game itself. It also supports overclocking and if you throw in some decently fast RAM you may be able to get 10-15% or so extra performance over stock. Honestly if the performance is actually bothering you a bit, you may as well just upgrade now and sell your cpu/mobo/RAM. Now is a good time to upgrade. In addition, Zen 2 is around the corner (probably early 2019) and your motherboard will support it, so there's also an upgrade path for the future. If you're ok with the performance in games on your 4690, then there's no reason to upgrade.

But to directly answer your question: Yes the R5 2600(X) will easily handle those games, but the 4690 will probably handle them pretty well too. Maybe just play for a little bit and decide if the performance of your CPU is something you're satisfied with, if it's not then consider upgrading. If you do end up holding off, whatever intel ends up replacing the i5 8400 with will also be a great option for you.

For that pricetag, would suggest getting the I5 9600K along with a decent motherboard ( https://innoreviews.com/best-motherboard-i5-9600k/ ) and aiming to overclock later on (might be a bit expensive to buy motherboard + CPU + good cooler, but if you can then it's definitely worth it) it will last you a long long time
