When i tried to install call of duty balck ops 2 it says XINPUT1_3.dll is missing please help me to fix this when i install direct x 9 the game opened but no sound please help me to fix this sound issue

If the game is digital, verify files.

Otherwise Google the dll, download it the copy it to the game directory.

you could also have some luck with reinstalling directX 9, recent windows versions don't install whole DX9 package as default.
