Looking for Good Gaming Monitor

Hey all, so I built my first PC back in December. Got all the parts I wanted for Christmas and it's a pretty solid build. Only thing is, I've been using a monitor from an old Dell that died years ago. The monitor still works, but I remember my dad using it 12 or 13 years ago. I'm looking for a good monitor to compliment my new PC. At least 21", 1080p, and $160 or less. Don't really care abut screen type as long as it can tilt a nice amount and the colors are good. While I'm here, any suggestions for a decent joystick would be appreciated to, but I'm not too concerned with that. Thanks!

IPS panels are the best looking panels. But the response time and refresh rate are the compromises of having great colors. You can only buy 60hz IPS panels and the lowest response time i have seen is 4 ms- something that is completely fine as long as you aren't a hardcore competitive player.
