Looking for Good Monitor and Joystick

So I just built my first PC in December. Got all the parts I wanted, and it's a solid build. Only shortfall is my monitor. It's a Dell from years and years ago. 4:3 aspect ratio and everything. I'm looking for a good gaming monitor for somewhere around $150. Don't really care what kind of screen it has, as long as it's 1080p and at least 21". Also, I'm looking for a decent joystick for Arma 3. Not something like the Hotas Warthog, but also not a dinky piece of crap. Any and all help is greatly appreciated.

This Viewsonic monitor is < $150, and is an IPS panel for great colors and viewing angles, and is 23" in size with 1080p resolution. The only drawback is it is VGA and DVI, but not HDMI.
