Budget range: Roughly 1600 left. There's a 50% sale at a local store nearby, I will be spending 400 from the 2k budget to get a 1000 watt PSU, 240 Gb SSD, 2 TB HDD, 16 GB ram (making it 32 as I already have another 16).

System Usage: Gaming / Streaming / Video Editing.

I already have a monitor, optical drive and a 8.1 operating system.

Parts needed: Everything else other than the ones I've listed above. (CPU/Motherboard/Video card/Case/Cooling)

No preference for parts.

Monitor 27`, resolution 1440p.

Missing a few parts there, and you don't need a 1KW PSU even for dual GTX 970/980:. And 32GB of RAM is wasted on a gaming rig.

Since you have a serious budget to work with you are gonna be able to build an absolute animal. There already are some great suggestions here. But I will give my build a try for you. These are all very high performance parts.

Total of 1895 for all the parts I listed. Since you have windows and RAM. If you wanted to kick up the performance just keep the RAM over 16 GB and this build will be amazing. Surely a dream sysytem for me since I just finished my build for under 700 and I went AMD but its a great computer. Yours will be elite in every way if you chose the parts I listed for you. The video card is the best item. You can also go up one on the processors since theres a few better then this one.

$95 for a BD-R drive when you don't need one to begin with is quite a bit redundant. And Micro Center is a great store but not everyone has access to one, so keep that in mind. On that budget you should be able to squeeze in dual GTX 970s which will be a better fit than a single 980 will be, like this:
