Looking for help/insight about what's wrong with my gpu

Originally while playing tera my gpu would randomly rev the fan up extremely high (louder than it is on 100% fan speed) and cut the output to my monitor. I suspected thermal issues but CAM and gigabyte's aorus said my gpu was only around 60ish C. It was fine for a while but it's now acting up again. This time the fans don't go super speed, the display just cuts off. Looking at the logs, everything seems fine i think? I'm probably missing something. Also when booting up after the display cuts off, sometimes I'm able to boot just fine, other times the lack of video output persists for a period after.

You can ignore the 100% fan speed since I forced it to 100% thinking maybe thermals but it still cut off shortly after.
Between 11:27 to 11:28 is the first instance of the display out cutting off followed by a reboot.
Every other gap is just more instances of that.

I'm thinking it's either an issue with my graphics card or my power supply?

Nope, it doesn't happen during idle or during games that are not very graphically demanding.
So far, it has only happened while playing Tera but I will be testing some other more graphically demanding games to see if it ends in the same result.

So I just ran Ark:Survival Evolved after cranking everything to max.
Once game launched, I only managed to get to the initial starting screen before display got cutoff. Didn't even make it into the actual game.
Sound and everything else was still working properly, just no video output.
I was able to make it into the starting screen initially prior to cranking the settings up.

On the second attempt it didn't crash like last time and I was able to play for around 20-30 mins or so, here are the readings for the few mins prior to closing the game.

Was maintaining roughly 60 or so fps the entire time

While playing a game of league I noticed a few instances of lag/dropped frames. My character would pause and suddenly teleport ahead slightly or be starting a swing animation and skipping to another swing animation after a brief delay.

Any idea what could be causing my 1070 to randomly kill itself?

Was thinking it was an issue with the card itself but could it be a dying power supply or issues with the card's drivers/bios?
