I am trying to decide what should I upgrade for better images in gaming and sharpness, also along with more Frames Per Second. I will include in this post also a current build I have put together and deciding if I just go with that or just make some changes with what I have now? https://pcpartpicker.com/user/Mack77/saved/#view=vW8Xyc

Current Build
Operating System
Windows 10 Home 64-bit
CPU
Intel Core i7 4790K @ 4.00GHz 30 °C

Motherboard
ASRock Z87 Extreme4 (CPUSocket) 33 °C
Graphics

VE228 (1920x1080@60Hz)
NS-20EM50A13 (1600x900@60Hz)
3071MB NVIDIA GeForce GTX 1060 3GB (EVGA) 53 °C
Storage
931GB Seagate ST1000DM003-9YN162 (SATA ) 27 °C
953GB PCIe SSD (Unknown (SSD))
Optical Drives
TSSTcorp CDDVDW SH-224DB

Solution
Thats about the price range I am looking for. I am perfectly fine with just getting like a 850PSU and GPU and new Monitor.
It won't be as good as a new CPU so you have to expect that. Since FPS is mainly determined by the CPU you will get lower FPS with the 4790k. You probably won't be able to get full use of the 3070 (close to 100%) until you upgrade the CPU, board and memory. You'll get playable FPS but if it's acceptable to you, only you can answer. Results will vary from game to game with some working better than others with that CPU/GPU combo. You may want to do some more research about using your CPU with a 3070 before making a final decision. With the 3070 still unreleased you may want to check some videos of 4790k with...

Your new list looks pretty good but needs a few minor changes:
  • Upgrade AIO from 240mm to 280mm.
  • Upgrade 860 EVO to 970 EVO m.2 NVME, unless you're using your PCIe SSD for boot drive.
  • Upgrade to better case that has proper airflow, ie..Meshify S2 or similar mesh front design.
  • Upgrade RM850 to RM850X, should only be a few dollars.
  • I guess you're going to use your GTX 1060 for now?

If you wanted to upgrade your existing rig, which is actually pretty good just getting old, a new GPU and power supply would go a long way. I didn't see a PSU on your list. If it's as old as the rest then a replacement would likely be a good idea.

yea my PSU is an old 600W I don't even know the name lol, Yea I like my system. Any suggestions on upgrading main monitor? I would like to go 1440P

As far as the power supply, here's a few options to consider. It may take a bit of shopping around to find them. With the release of the new Nvidia cards, good PSU's are getting snatched up quickly.

Appreciate all the help, the following is the monitor I chose to upgrade, Do you think my build that I shared with you will be a good choice, for build choice wise ?

Looks like it will all work very well together. Note that the Dell monitor won't use gsync unless you use display port connection, if that matters to you. Also, with hdmi you're limited to 144hz. refresh. Basically, if you use display port you can use the monitor to its max capabilities. If the monitor does not come with a display port cable be sure to check the version it supports so you get the right cable. Be sure to upgrade the PSU before installing the 3070. In case you're not aware of this, internet bots scooped up a lot of the 3080's for scalpers to sell on fleabay at higher prices. You can expect the same thing to happen with 3070's. You'll need to be really quick to get one at release time.
