i5-8600k
corsair vengence 16gb 3200mhz
current gpu is gtx970
my monitor is LG LCD 25UM58-P 25'' IPS, 2560x1080.
psu corsair rm 750x (2 years usage)

I'd recommend second hand 1080 ti (if You are able to find one with a long warranty, like 1,5-2 years). It should be at the price lower than new RTX 2070 and is much faster.

For new cards -> RTX 2070. It performs almost the same as RTX 2060, but has 8GB of RAM which You may need in some time...

Dont wanna risk buying second hand, have previous bad experience with it. As for 2070 looking into which brand would be the best since price between them is only ~30 euros. Keep seeing alot of evga or asus that those are good, but still unsure. As for factory clock i noticed zotac has the highest one with 1860 and asus with 1845, others are at around 1800 and Evga the one which i see many recomendations are at 1815.

When i was buying a new card i did some research. I wanted to buy Zotac, but changed my mind after reading some posts on the web. The RTX series from Zotac seems kinda suspicious if You believe what people say. Many people complain, that those cards are dying after few weeks/months of using...

Don't know the price range at Your place, but i'd go for MSI / Asus / Evga. Concrete model depends on the price.
Maybe MSI RTX 2070 Gaming Z? But it's not worth 100$ more than a normal card - they all perform pretty much the same, so keep that in mind. (looks cool though :) )

As for the GPU clocks - You won't notice a difference. Usually they are like 1-4%.
