I am looking to buy new parts for my PC and I am confused on which to get. So I am wondering if anyone can help me? I would like to run new games at more fps and at higher resolutions. My max budget is 500 USD dollars so nothing over that.

I have 3 different options to choose or if you have any reccomendations let me know!

Current PC Specs
CPU: FX-6300
MB: MSI 970A-G43 Plus
Ram: Corsair Vengeance (2x4gb)
GPU: Gigabyte GTX 960 Windforce
PSU: Corsair TX-650

First Option
Buy an I5-4690k, motherboard that can OC and buying another 4GB of ram to have 12GB. I would keep my 960 and then later upgrade it.

Second Option
Keep my FX-6300, and bite the bullet and buy a GTX 970 or 1060 maybe 980 then buy an AIO to overclock my FX-6300 to remove a bit of bottleneck and buy 4GB of ram. Then later on I can upgrade my cpu.

Third Option
Some how manage to buy new cpu and motherboard and GPU??????

Solution
Well right now you have no good option for a GPU that is better than the 960 due to miners inflating GPU prices.
Your 6300 is already bottlenecking the 960 so better wont make much of a difference.

The 4690k is still a decent CPU by today's standard, but is still a poor buy because there is not much cost difference between it and the newest generation stuff.

I suggest one of these two options:
1) get a current gen i5 + b250 + 8gb ram and save up a little more so you can get a 1060 6GB when prices come down
2) get a g4560 + b250 board and ram, and then have enough for a 1060 6GB when prices come back down and can upgrade to i5 latter.

Both options will be better than your current fx-6300
