Looking for PC-building advice

Hi, so I am planning on building a PC for the first time and I need some advice, primarily on PSU. I am looking to build:
MSI B350m Gaming Pro Motherboard
AMD Ryzen 5 1600 3.2 GHz-3.6 GHz 65W+AMD Wraith Spire 95W
Radeon RX 560D 4GB DDR5
8GB of RAM (1x8GB because I'm planning on getting another 8 after I build it)
24" LG LED 1920x1080 monitor

My problem is that I currently live in an apartment where there is a limit on how much power I can use. I was wondering if a 450W PSU would be enough for the PC that I am planning to build. And if it isn't enough, what problems might occur? Or what advantages would I get if I, say, get a 650W PSU instead of a 450?

It does not matter if you use 450 W unit or 650 W unit, the amount of power they both draw from wall would be same (assuming same efficiency units). Now, your build won't use more then 300 W. Actually, due to the efficiency changing with load, you could find that 650 W unit would be worse for you then 450 W unit.

Btw, it's not wise to go 1 stick of RAM now, 1 later - you may find that the sticks will not work together even if you buy exactly same.
