Looking For Quiet 750-850w PSU/RAM Questions

The link above is my current build that I will be purchasing. I found this PSU for a very good price, $50 after MIR and it has a combo deal with my RAM for a discount of $26, overall making it only $24. I've heard some mixed reviews about it, some saying it works very well and is silent and others saying it is either very loud or just doesn't work. My question is, is this a good PSU? If you have a better alternative (Please keep under $100), please post a link to it and why it is better than my current PSU.

My second question, is about the RAM. Will the heat sinks on the RAM fit under my CPU Cooler. I heard that you need the Low Profile versions of the RAM Sticks with the Hyper 212 Evo. All help is greatly appreciated, thanks.

Well its not hard to find a better power supply since the Coolermater GX is garbage it made the lemon list from 4 different reviewers(http://www.johnnylucky.org/power-supplies/psu-lemon-list.html).

As for the cpu cooler how much do you want to overclock? The evo was ok for light overclocking with the ivy bridge cpu's but Haswell runs hotter so an evo isnt going to be able to oc much. This Phanteks unit will work with your ram, I know I have ripjaws x ram and that heatsink.

I wasn't planning on doing any overclocking. Also, do you mind my asking what makes the XFX PSU better than my previous one?
 
The cooler master uses low quality components gets very hot when loaded and delivers dirty power(ripples and noise on the rails), dirty power will cause issues like instability, random crashes and shutdowns and can damage components. The XFX use high quality components and doesnt have any of the issues the cooler master has.
