A Xeon or i7 would be your options there, and I'd suggest the 390X over the 970, simply due to the increased VRAM.

I'll work up a couple of build options.

Within the budget, do you need an OS? Monitors? Peripherals?

Do you have a retail Windows 10 that you can move? Remember, if it came preinstalled (or you bought OEM), it can't be transferred to another motherboard/system....

6core + hyper threading (12 thread) CPU. You could explore Xeon options (quad +HT) on the X99 chipset, or a "standard" i7 on the Z170....

The cores/threads of the CPU, 16GB high-speed DDR4, 390X and a good sized SSD would all be beneficial for your intended uses.

That still includes the OS, and under budget - by quite a bit.

Mouse, keyboard & headset will be personal preference.

Well Vray perfers CUDA but the OpenCL is supposed to have become pretty comparable now so no biggie. For some random graphics rendering program my crystal ball has told me you use Fujiyama it has no GPU offload engine.

Also get 32GB of RAM if you are doing a lot of rendering.
