Looking for some advice.

Hello everyone! I need some advice on what to do here.
I bought a pre built pc at the end of 2012 and as most pre builts it has a good cpu i7 4770 decent ram 16gb DDR3-1600 but a bad gpu being the gtx 660 and a bad psu at only 460w.

So my dilemma is that i dont know whether i should just upgrade the gpu and the psu or sell the whole thing and build a new pc. There is a good few thing on sale at the moment such as the 7700k for only 296 pounds, but with all of this cryptocurrency mining this might not be the right time. Whether i start fresh or upgrade i was looking at the 1060 and that is way overpriced now. If i was to start fresh i would have a budget of about 600-700 + what i get for this pc if i sell it and that would probably be anywhere from 250-300.

So to sum it up: Would you start fresh and sell this pc or just upgrade this as maybe the i7 4770 has a good bit of usage left?

Edit: I also forgot to mention that i will be using this pc to game, edit videos and work so i will definitely need a good processor

Here's what you do. You get the GPU. 460w is enough for a new 10 series card and hold on to the rest of your money. Then put your PC up for sale and continue to use it until someone buys it. Then you take what you made from it and your side funds to build a new ryzen system. (Obviously selling the system with the old card not the new one.)
That i7 is still good enough for your intended workload. The jump to 7700k wont give you as very significant benefit for the price you are going to pay.
As for the psu, the components you have mentioned wont need more than 350w to 400w max. So a 460w unit is fine in terms of wattage. But the quality of the unit is more important. If it is good quality, then you dont need to replace it unless its playing up.
Or else this should be sufficient for now.

So you wouldn't bother starting fresh at this point in time? I mean i could just upgrade the psu and gpu and be done with it for now, then in the future when im building a new pc just carry over the psu and gpu, thats why i was thinking to maybe get a better psu now for the future?

I edited my post.
No need for a PSU right now. You can just get one when you go to build your new system. Get the GPU for now to get a performance bump and then when you sell the system and have all the money together and know your budget start getting parts for your new build just carrying over the GPU.

Are all of the gpu not overpriced now? Is this a good time to get a 1060?
And is the 460w really enough even if i get a 1060? I was told at the start when i got the pc to upgrade the psu as 460w might not be enough?
 
The CXM is pretty good psu. It will last you for a while. If you want a little higher wattage for additional power in future you can look into the Seasonic S12II 520W or 620W units.
Other than that, i dont think you need anything else.

The 1060 is not as over priced as some of the other cards right now. It has returned to almost original prices.
If its not a quality psu, you shoudnt risk your card going up in flames.

Yup, thats HP proprietary crap. Actual output is 360w on 12v rail.

Also I want to go with a higher wattage, as I want to carry this over to the new build. Would this be good enough for the new build aswell? Probably will be getting an i7 and i will have the gtx 1060. https://www.amazon.co.uk/Seasonic-S12-II-Bronze-Certifi...

Yes you can get that card too. They all basically perform around same.
