Looking for some help on a quiet rig.

So my current rig specs:

i7960 3.2Ghz
24GB ram
850watt corsair PSU
Asus 780ti 3gb GPU


So here is what I've got going on, I want to build a new rig.. but I need this new rig to be more quiet.
I plan on reusing my Asus 780ti

Can someone maybe get me started on what I need for a new build? I've built 4 different comps before, but haven't been in the scene for a few years. I know haswell and maxwell are hot items right now. I'm thinking about a enclosed water cooling? silent fans etc...

Any recommendations would be great.

I have no experience with other case fans.. so can't help you there. You can check out some of Noctua's / Be Quiet!'s fans though. Case is good for a quiet build. Wasn't entirely sure what this build was for, but the budget was high.. so I went with an I7/2x8gb ram. If it's just gaming, go with an I5.
