Looking for some upgrade advice

Hi,

I'm looking for a new PSU to power my R9-270X, I'm torn between the Corsair CX500 or the be Quiet! PURE POWER L8 CM 530W. I'm leaning towards the be Quiet, mainly because it has a modular design I'm also looking to reduce the amount of noise my PC makes, so the Be Quiet seems like the logical way to go.

On the topic of 270X's, which manufacturer makes the quietest one? Originally, I was going to get the Sapphire Vapour-X, assuming that it would be the quietest, but after reading some reviews, it seems to be one of the loudest. Should I rather go with the MSI or another brand?

Final question Like I said earlier, I'm looking to reduce the amount of noise my PC makes. Unfortunately, I have to sit very close to it, and at the moment I'm using stock fans which make a lot of noise. Any suggestions for a good, silent CPU cooler, 2 140mm fans (front and top) and a 120mm fan (rear). I was thinking of maybe using be Quiet again, but I've also heard good things about Antec. Honestly, I know very little about fans. I'm just looking for some silent ones. Should I also look into some noise dampening foam? Does that stuff even work?

Intel Core i5 2nd Gen (Sandybridge) 3.0Ghz
Gigabyte mobo (can't remember model no. off hand)
MSI GTS450 Cyclone
4 GB RAM
A couple HDDs (1TB and 2 500GB)
Huntkey Greenpower 550W PSU
Windows 7

Also, please bear in mind that I stay in a third world country, so prices will be quite a bit more expensive over here. Thanks for the help

Just bear in mind that prices in my country will be marked up compared to those in first world countries.

PSU: Roughly R600, which equals about $60

GPU: Roughly R2800, which equates to about $280. With graphics cards though, the mark up is very high. For example, an 270X is about $200 in the US, while I'll pay nearly $300.

I've basically already made a decision about the GPU and PSU. I don't think that I'll be able to find anything better that's available to me where I stay. It's a quiet CPU cooler and the silent fans that I primarly need need help with

Get two of these, they are 140 mm silent fans at only 16 decibels.
