Will pay someone local to me $100.00 to build me a gaming PC specifically for CSGO. I have a 2k budget but if that is overkill then let me know. I want excellent FPS. Want to order the parts ASAP. I am north suburbs of Chicago, have to be local.

You could opt for an AMD RX-580: MSI Armor Radeon RX 580 Overclocked - $209.99
System requirements for CS:GO state an Intel Core 2 Duo E6600. A Ryzen 2600/3600 is not going to have any issues (regardless of graphics).
There are better power supplies and there are worse power supplies. I suggested one of the best available from your local Micro Center.

Power Supply: Corsair TX650M - $119.99
Motherboard: Gigabyte B450 AORUS M - $84.99
CPU: AMD Ryzen 5 2600 - $119.99
RAM: G.Skill Ripjaws V 16GB 2 x 8GB DDR4-3200 - $77.99
Storage SSD: Intel 660p 512GB SSD 3D NAND QLC M.2 2280 - $54.99
Storage HDD: Seagate BarraCuda 2TB 7200RPM SATA III - $47.99

That would be the starting point for me. You could go with better components with your higher budget, but if you're just looking for CS:GO, even this is likely overkill.

What kind of fps will this get me? Why is the GPU so much more than CPU? They say csgo is more CPU based, won’t my CPU be bottlenecked making this GPU overkill? Is there a more quality power source you recommend? There seems to be a lot of faulty power sources with the brand you speced.

Nvidia has been overcharging as of late. That's why the GPU is so expensive.
The Corsair TX650M is a very very good power supply. I have yet to see one fail.
You may want to go with a R5 3600 for CSgo due to the better 1t performance.

You can remove the cooler, as the R5 3600 comes with one, but that aftermarket should allow for higher/more consistent boost clocks, and have less noise doing so. Case, and Microcenter's options, kinda limited the choices a bit.
