I’m looking to build a black and red PC with a $1000 budget. I don’t know much about PC’s. I’m looking to be able to stream and to be able to play CSGO and also to be able to edit video/photo.

Solution
You can get a 2600 for a really good price and it will have enough threads to game and stream. I would probably wait till the 2060's come out because they will be perfect for a 1k build or I would up your budget to $1100 and go with a 2070. But I put in a 1070 for now as that will be more than enough for CSGO.

Don't worry about getting a $1k PC, I could do all that with very minimal issues on a $500 laptop and a $450 budget gaming PC. Remember, PC gaming doesn't have to be expensive!

(P.S, google exists, too)
