Looking for the best cooling system for my pc work station

My Pc workstation config is -
Sabertooth 990FX R.2 MotherBoard
8150 Bulldozer Black Edition Processor
FirePro V5900 Graphic Card
4 x 4 Ram 16Gb DDR 3
650 watts Smps
Cooler Master II Ad cabinet.

While working wit my pc, I am getting more noise and more heat. Because of heat, pc gets shutdown automatically while rendering in adobe After Effects and Autodesk Maya and Real flow.I need to reduce the noise as well as I need to cool my pc. What is the best way to cool it. I dont know how to select the cooling system, bit confused. Please help me to fix my problem.

Which one will be the best? Air cooling or liquid cooling? Cost inbetween 15,000 to 20,000 INR. Also I do fear of liquid coolers, is just because if any leakages happened, system will get spoiled?

Thanks. I would like to upgrade my ram to 64gb. Right now I am using 16gb DDR 3. My doubt is whether my pc supports 64gb ram?
