No, you don't have to post all that DX Diag info. Simply describing the system is enough. You might want to edit that and delete all that info so folks will want to take the time to answer your query.

Is your Acer Aspire X1470 a slim line case like this one? http://vido.com.ua/upload/uploaded_images/39000/39173acer-aspire-x1470-11.jpg
If so, you are limited to a low profile graphics card. And with a small power supply (probably 220W), you will be limited even there. Right now you are using the AMD A6-3620 APU's on-die GPU which is a Radeon HD 6530D. The fastest L-P card available now is the HD 7750. It is a 55W card maxed out and may be usable with even your weak PSU.

The resolution of your monitor makes a huge difference too. The more pixels and texels the GPU has to render, the more work it has to do. The result is slow graphics. What is your monitor's resolution?

Books? I don't know what you mean.

1920x765? Never heard of that resolution. Usually one of these: http://skattertech.com/files/2009/12/monitor-resolution-sizes.jpg

The wattage should be printed on the PSU's label somewhere. I'm just guessing it's 220W cause that's the most common. It could be 230W-300W. The most important spec on it would be the +12V rating in amps. Either way, you are not going to be able to upgrade to anything big enough to use a card more powerful than the HD 7750 low-profile.
Open your case and measure from the PCIe slot's expansion cover to the first obstruction you come to. You need 170mm (6 - 11/16") of length for the Sapphire card.
