Build Complete Looking for upgrade advice (for a game)

I currently have i3 9100f asus h310m r r2.0 and rx 570 8gb and 8gb ram im looking for a cpu upgrade im playing modded skyrim (Special edition) and ive been getting 30-40 heavily modded with enb would like to get 60 fps any suggestions?

Upgrade your ram to 16 gigs
and go for an i5 processor
Changing your processor and ram will provide a slight improvement in FPS the main thing is to upgrade your GPU
And if you have some budget you can upgrade your card to RX 580 8gb it's giving solid 50 FPS on heavily modded skyrim at 1440p

i will first upgrade ram since my computer at idle is using 30% of ram(40% because steam uses 500mb ram too)
and i will probably get a i5 9600k but im afraid of temperatures and someone said something about bios update

Basically Intel i5 9600K is a desktop processor if you are looking for a processor equivalent to 9600K go for i5 9300H/9400H
Before upgrading ram see how much skyrim uses ram because if you feel that your ram is the cause of less FPS then your game would start to stutter because of low lag and you are fairly getting 40 to 50 FPS.

yes i have a desktop pc and ive checked my motherboard cpu support and it said that 9600k is compatible
i dont get any stutters in game it just sits at 30-40 fps when im outside facing a direction
if i look in the other direction then i get 50+ so i dont really know whats going on
also skyrim uses about 35% of my ram from my 4 gigs of available ram and i cant close steam because i need it to launch but it just uses so much ram
and if i tab out and try to go to youtube for example i have to wait a little bit before it opens because i think it doesnt have enough ram
im thinking of buying more ram but ive read that skyrim is a cpu intensive game and having a better processor would give me more frames

Make sure your modlist is in the right order, you can use ModOrganizer2/LOOT, with that many mods though you might have to go in there and sort a few by hand. That will help more than you think. Optimizing mods is always my first step to take. Next, check performance. You can use task manager for that. Check RAM usage Idle and Underload. Have apps open in the background that you usually have open (Chrome, Tidal, Discord...) is it using a lot? Check CPU as well. Based on you using an i3 9100F, I think it might be time for an upgrade. Here are some of my recommendations for the 1151 socket.
i7-9700k - $280 - 95w
i5-9600k - $185 - 95w
Really good CPUs for their price, and funny enough the i5 is only a couple of dollars more than the i3 you have right now.

Back to RAM, 16gb is needed for most gaming nowadays. Especially with 600 mods. Go for at least 16, or better yet 24-32gb. I personally use 24gb of RAM. Not really much to say here.

Lastly, GPU. Saved this part for last because it is the most expensive. 5700XT / RTX 2060 Super will put you in 1080 Ultra 60fps land. Prices are insane right now though. You can get used 2060 Super for the same price as 1660ti new. You can check eBay and stuff for listing for 20 series GPUs, sometimes you will even see 2070 cheaper than 2060. GPUs are just weird right now. But a good upgrade is what I mentioned above or anything better. You might have to do your own price research though and looking and what is cheaper/more expensive. If you have tight budget, then a cheap 1660ti will give you a decent boost.
Use User Benchmark to compare specs and PC Part Picker to look at parts. This is where I found the CPU prices. Goodluck!

I currently have enough for a cpu and more ram so ill go with a i5 9600k (found one for 240$) and 16 gigs (50$)of ram and i guess ill save up for maybe a 1080ti since the 20 series are really overpriced in my country
But i have another question
Will i have to worry about temperatures if i get 9600k and overclock it? Do i have to do a bios update with another processor? Just would like to clear those things out of mind

You can't overclock 9600K on your motherboard. Also, what cooler you have? Stock Intel cooler is way not enough for 9600K, you need to buy something better. BIOS update might be necessary, depends on which version you have now.

I have the stock cooler i think i bought a premade pc and it doesnt say anything about a cooler so im assuming its stock and what motherboards would allow overclocking?

Probably its stock then. You would need Z370 or Z390 motherboard to overclock 9600K. But it does not make sense. If you were to buy new mobo and CPU it's better to just buy newest gen. Something like B560 or H510 with i5-11400F is going to cost similarly while giving you better performance without the hassle with overclocking (although 11400 also needs better cooler then stock to show its full power).

Ill get the i5 9600k and 16gb ram not sure about the motherboard if i dont need the overclocking then i wont get it
