If you want the best card on tomshardware.com here are the budgets

for 1500 dollars: the r9 295x2 The best card for 4k resolution (i wont include the gtx titan z because it a dumb to spent 3000 dollars for a gaming card and it have the same performance as the r9 295x2 or less because of the clock speed.)

for 750 dollars: GTX 780ti best single gpu card on the planet by now

for 550 dollars: r9 290x Excellent price to performance card

for 500 dollars: gtx 780 another Excellent price to performance card (Really good overclocker)

for 400 dollars: r9 290 Almost the same performance as the r9 290x and close to the gtx titan, The best Gpu for the money.

and here gtx 770 and r9 280x both at 320 dollars or less.
