I need to upgrade a previous build being used for occasional Photoshop (approx. once a month for raw image processing, No heavy Photoshop work).

I will be using an EVGA Geforce GTX 1650 SUPER S for this upgrade.

However, I can use the GTX1650 only when I replace (be able to buy) it with a RTX 3070 in its existing build. The only catch is new GPUs are “Sold out” everywhere.”

I am looking for recommendations

#1 Should I wait until I can upgrade the other system with existing GTX1650 Super S?

#2 Build the new system during BF sales and use it with an old GPU in the meantime (EVGA GeForce 8400 GS DirectX 10 01G-P3-1302-LR 1GB 64-Bit DDR3 PCI Express 2.0 x16)

#3 Should I get AMD RYZEN 7 3700X 8-Core 3.6 GHz instead?

"occasional Photoshop (approx. once a month for raw image processing, No heavy Photoshop work) "

You don't need anything huge for that. I do that same thing, with more frequency, with a several year old i7-4790k based system.
Lightroom, Paintshop Pro.

An actual GPU is advised, though.

The existing Photoshop build is just really ancient even with SSDs (long overdue for replacement). It is an AMD Phenom 965/12 GB Ram/GeForce 8400. The PSU was updated to Seasonic 80+, 600 or 700 watts from few years ago (all modular).

The GTX 1650 (couple of months old) is a temporary GPU in my kid's Intel Core i7-10700K 3.8 new build and this GPU will come off when we can buy new GPU to match his monitor.

I am just trying to figure out the best use of GTX 1650 for my needs, other that having it go back in the box and sit in the closet.

So I thought a newer CPU/MB/32GBR RAM/M.2 NVMe even with a temporary Ge Force 8400 might be much better than ancient AMD Phenom until we get our hands on desired GPU.

I can go either with Intel or AMD.

I am open for your recommendations.

If I can build something decent for my needs that I do not need to upgrade for many years for once a month PS use (open in camera raw, few adjustments and a filter or two or couple of layers/masks at the max) that would be just great.
