Looking to build a gaming PC for $650 or less

I'm looking to build a Gaming PC that can mainly run Skyrim on Ultra with mods installed. I'm really new to PC building and PC Gaming in general, so please bear with me. I don't really know what parts to choose, so I tried finding DIY PC kits that had all the parts you need, and all you have to do is put it together. These were the two PC kits I was looking at:

I do know that the first one is roughly $110 above my budget, but I wouldn't mind spending extra money if what I was ordering would get the job done.
