Looking to Build a New Video Editing PC

Hi all, please can I get your thoughts on a new build/upgrade?

I'm feeling a bit confused about the best PC builds for video editing in 2019? AMD or Intel etc... YES I have searched the forums but I am still not sure and would really appreciate some guidance as I trust the community here.

I know I need a min of 32gb RAM, but I am still unsure of which CPU to go for, Ryzen 2700x or i7 9700k etc...

Context

I edit videos part-time for a few YouTuber's (paid) and for myself - these are professional 1080p (not 4k) videos edited with Adobe Premier Pro.

For the record, I am not streaming or recording any gaming footage etc - but I do play PUBG when I'm bored, so my new machine also needs to be game-friendly too.

Current Rig

I built my first rig myself in 2012 and it's been a very reliable machine for me - never had one problem. Other than a couple of GPU upgrades, I haven't made any changes.

Sadly it's been struggling recently, I set a 30 minute video to render in Premier Pro last night and 12 hours later it's still on 90%... obviously this is now an ancient rig and I need to build a new system, but here's what I have right now:

Windows 10 Home 64-bit
Corsair Carbide Series 300R Case
i5 3570 @ 3.40GHz
ASRock H77 Pro4-M
16GB DDR3 @ 665MHz
GTX 1060 6GB (MSI)

My budget is around the £1,000 GBP mark.
