I am looking to buy the PC below and then buy a graphics card and more memory to add.

Dell OptiPlex 7060 CoffeeLake
Intel I7-8700 8th Gen 3.2GHz up to 4.6GHz
4GB DDR4 2666MHz
Intel® UHD Graphics 630
1 TB 7200 RPM

Do you think this would be a good idea? Which graphics card do you recommend under $300 ?

Solution
That would depend on the price. These ootiplex usually come with lower end motherboard/ and power supply. So you'll need to take that expense into account (power supply. Motherboard just means that it may be missing some features).

Is it an SFF case? Or regular mid tower size? Go for at least mid tower. SFF are difficult to upgrade (just more trouble).

This would be my suggestion. Also this Ram is at 3000mhz, but your motherboard will likely support only up to 2666mhz. Don't worry, it will down clock the Ram to be used normally, I have my reasons to suggest that one. It's 7$ more than 2666 kit, with better performance.

Get another 4gb of RAM.
Get a SSD as boot drive.
See if the PSU is good enough or needs replacement(most probably it does)... https://linustechtips.com/main/topic/631048-psu-tier-list-updated/

Note: The above changes should be ideally done in that order, but you can do it in your own way.
