Looking to buy a refurbished gaming pc

I am looking to buy a “new” refurbished gaming pc so I can play GTA V and add mods. What I am looking at is an HP Elite gaming PC with Intel quad core i5 3rd gen 3.20 GHz, 8 GB or 16 GB RAM, CAN ANYONE HELP ME PICK A DECENT PC For UNDER $500 here is the link.

If this is in the US, that's not a very good deal. I've seen their 7400, 1060 3GB rig go for as low as $625, and that's new, not refurbished.

It is $379.90 where I’m looking at it. I really don’t want to spent that much. However, I want to play GTA V and be able to mod it. Although it is frowned upon so I have been told.
