Looking to improve performance, what would be best?

I'm looking to boost perfomance of my rig, current specs are;
Ryzen 5 1600X on an MSI X370 gaming pro carbon, 16 GB Corsair Vengeance at 2933 (Hynix so haven't managed to run at stated 3200), EVGA 980ti and SSD boot drive.
I saw marginal performance gain (5 - 10 fps in GR Wildlands as I was playing that at transition) when I built it last year over my previous rig: i7 2600k stock, 16 GB RAM at 1600 and SSHD boot drive with the same 980ti.
Would it be better to head for a Ryzen 2600X/2700X on this mobo or go for a 1080/1080ti instead? Investment is pretty similar either route.
Basically on newer games I can't max them out anymore and maintain 60 fps (and we're only talking 1080p here lol).

Any advice/guidance is appreciated!

You're limited by the GPU, not the CPU.

The 1000 series was a big step forward. The 1060 was similar in performance to a 980TI.
So a 1080 will be a huge improvement.

Unless you're willing to wait and get the RTX 2080 or 2070.

I thought the 980ti is on par with a 1070 as evidenced with a few vids? But still I could understand why it might be the primary thing holding back.
I have thought of waiting for the RTXs but they're quite a bit more, well twice what a 1080 costs atm
