Short answer nope. The 7700K requires delidding to run decent at 5~5.2Ghz. Takes water cooling just to get in the ball part and even then some get stuck at 4.8Ghz. That cooler will probably get the 7700K to 5Ghz at 75c+ if delidded.

That's under prime 95, a worst case scenario synthetic load with an OC'd CPU where it's running nearly on par with the EK predator 240 at very safe temps.
If anything that just proves the point further that it's perfectly fine.
