From reading online it was said that steam had issues working on windows 10 so was looking for a used one..will it still be in that price range

Well what you read online isn't really true. Steam works fine for 99% of people on windows 10.

Even used a laptop that can play gmod is gonna cost about $500 minimum.

i recommand you to buy Acer Aspire E5-573 cheap powerfull and laptop its good even toshiba satelite T107-110 can run it and its for 150$ BUT E5-573 is like 350$
