Looking To Upgrade 2013 PC (To better handle gaming while streaming)

I'll try my best to keep it simple.

Budget: Flexible. Give me your best recommendations from the heart.

My current build:

i7 3770k 4.6ghz
MOBO Intel dz75ml (kind of a piece of shit)
Corsair h50i cooler
msi GTX 1080 Gaming X (only upgrade I've made since 2013)
16GB 1333mhz RipJaws RAM
850w CM PSU
144hz 1080p most games, settings vary but float around low in most competitive settings.

I have been streaming on this PC on Twitch since 2013, and I'm at a point where on some of my favorite games to play competitively (CSGO, Fortnite) no longer feel as fluid and consistent as they did in the day.

I'm dipping below or very close to below 144hz in a slew of games while streaming (and in Fortnite even when I'm not streaming) and this really irks me.

Part of me wanted to say the 1080 I bought wouldn't be bottlenecked by my old 3770k, but I should have expected to have to upgrade the rest of my PC regardless considering I want to stream and play.

I don't use any crazy OBS intensive settings. Superfast encoding 30fps720p 3000 bitrate, yet my CPU usage when in some games is in fact hitting upwards of 80%.

SO - What can you guys recommend from your perspectives that I should get for my next build?

I have looked at the i9 9900k as a possible route, but what do you guys think?

I know the RAM definitely will get upgraded along with the motherboard (duh only skipping 80 million generations).

What do you guys say for these two?

Lastly, I do in fact have a two stream PC planned for even further down the road. But is it possible for me to get a true competitive grade performance on a 1 PC streaming setup?

If you are Gonna use ur old system as a stream pc, go for the 9700k. It can handle all the games and will be perfect for a 144hz display.
Amd ryzen 7 is the way to go for gaming and streaming.

The 9900k is not worth the money and worse yet, it runs too hot at 5ghz.

Ryzen 2nd gen was fine for 100/120hz displays and Intel for 144/165hz. With the launch of 7nm, I think ryzen will also be capable of 144hz.

But can you wait till ces 2019 in Jan? AMD will be announcing their 7nm ryzen products and we can see some benchmarks if we are lucky.
 
A 9900k will perform like you want but will cost significantly more than a ryzen 2700x. If money is no issue, you will get the best performance from a 9900k. If you would like a smaller upgrade that will handle streaming, the 2700x will perform just fine.

Thanks for all the tips so far guys.

I tend to lean towards Intel just based on my experience with their platform, but all of the suggestions you guys have are awesome.

What about the 8700k for gaming while streaming?
 
For latest games : 6 threads. For streaming : 4/6th reads.

So the 8700k would be fine. Before dx 12, games used 2 threads, some used 4. I don't think that would increase to more than 6 any time soon. But you can see that the 8700k will be at its limits with the above mentioned tasks.

That's why the 2700X or better yet the ryzen 7 7nm would be a perfect fit.

I know this is a month past the last response, but with these deals dropping all around I'm in a bit of a conundrum.

I only have 12 hours left so hopefully I get a response. I figure since I'm coming up from a 3770k anyway, that I might just as well get the latest and greatest. And I don't want to skimp out on the motherboard as I did with my first build, getting something with Mystic Light also fits my Gaming X 1080.

And, I have a feeling I am not going to find a single better deal on a 9th gen than this this holiday season.

Edit: I should also say I am no longer looking to simply upgrade this PC. I plan on taking my old 3770k and components and building a separate streaming PC.

Thank you guys all for your help. To update and close, these are the components I went with:

GPU: MSI GTX 1080 GAMING X (Got for $500 after rebates a couple months ago, a much better price than where it sits now)
MOBO: MSI MEG Z390 ACE
Cooler: Corsair Hydro 115i PRO RGB 280mm
RAM: G.SKILL TridentZ RGB Series 16GB (2x8GB) 3000Mhz
Case: DiyPC Vanguard RGB Tempered Glass Case
Samsung 850 EVO SATAIII SSD (128GB OS-only)
1TB WD Black 7200RPM (both drives are from my current PC)

I got $100 off with a combo discount + rebates on the 9700k and MOBO.

I also purchased a Seagate 7200RPM HDD for the stream PC, and a 550w power supply as well using Black Friday deals. With these parts, the parts from my current PC, and my old 660Ti, the streaming PC will be complete. Although, I could probably sell the 660 to be fair.

I'm really excited for the new build, and I'm sure I'll be back around asking for some audio help of some sort for the 2 PC stream setup. Who knows, maybe I ditch the stream PC and rock a solo setup if this performs well enough, and I can't get solid quality from / setup properly a 2 stream setup.
