I am currently running an AMD FX-6300 Turbo Black Edition CPU, XFX R9 290A DD Black Edition GPU, and XFX XTS 1000W PSU on a MSI 760GM P-34 (FX). You could easily get by with a 650W, or 750W PSU, running an R9 290. Yes, it will work with your motherboard. You can get a good R9 290 and 750W PSU for under $500. Make sure you don't cheap out on your power supply. Find something 80+ Bronze rated or better. Hope this helps.

I would upgrade the CPU in the near future, but I would go ahead a swap out the GPU and PSU now. You will need the larger power supply for the new video card and those two upgrades will eat up your current budget. Work on saving up a couple hundred more if you want to swap out all three at the same time. You can get the AMD FX-6300 for about $100 if you shop around. You could go ahead a grab an FX-8350 Black Edition for around $170.
