I have a basic Dell Inspiron 530 and I would like to upgrade and put in a graphics card with no less than 512 MB and 256 bit. Everything that I've read for PSU recommendation on graphics cards is 450 watts or larger. What is a good power supply and graphics card combination that I should look at that is compatible with the Dell Inspiron 530? I have a price range of about $350.

A standard ATX power supply and pcie video card are all you need for compatibility in the Dell.
With that buget you could get a Corsair 650TX and an EVGA 260 GTX 896 mb videocard, and still have money left to buy an extra fan and upgrade the system ram.

The 260 would be a bit of a tight fit in the little box, but will go.

Well usually the power supplies in Dells are 250-300 watt. I have a Ati R4670 running in my friends Dell 250 watt PSU. I'm pretty sure yours could run the 4670 and it will play many games out there at high settings atleast.
