Looking to upgrade for virtual reality

Hello, promised my son an oculus rift for Christmas and didn't think to check the required specs. From the research I've done it doesn't look like his system is up to the task, at least not for the newer games.

This is what he's got:

16GB DDR3 1600
1TB SATA III 7200RPM
RX460 gpu (4 gig)
450W PSU

Motherboard -AMD 760G
CPU AMD FX-6100 (3.3 GHz)

I am looking to swap the gpu for a gtx 1070, but I was told that the current motherboard won't be able to make full use of it. To be VR ready, am I looking at a motherboard and maybe a CPU upgrade as well? If so, could I get some recommendations for either a motherboard that will get the job done with his current cpu, or a cpu/mb combo? I don't have a specific price point in mind, I don't mind spending on a good value, but I also don't want to break the bank if I can avoid it.

Kaby lake is not current, I would recommend teh CoffeeLake i5-8400 (200 bucks) and a Z370 Motherboard. You don't have to go crazy on the motherboard with features, so it'll be 100-130ish.

I would suggest 16GB (2x8GB) of ram for a VR build as well, the 450 PSU should be fine but you can pick up a 500-550 watt Corsair Branze pretty cheap right now to be on the safe side.
