Looking to upgrade from AMD rig on $400-$500, need suggestions!

I'm looking to upgrade my CPU, GPU, and possibly MOBO but I'm on a $400-$500 budget. I mostly play Arma 3, so the I'm in need of a CPU with more core power, rather than just quantity of cores (to my understanding at least, I'm still new to this computer thing). I currently have a Cyberpower PC rig, I'll list the specs below but i just need a few ideas on some replacements for my current build, even though i have a feeling I'm pretty much going to have to replace all of it.

CPU: AMD FX6300 3.5 Ghz
GPU: Radeon R7 250 2Gb
MOBO: MSI Z1-7641 (I think?)
8 Gb of ram

Also for the gpu I would say a gtx 960 can do the job well. I know a guy with a worse processor than that one and a 960 and he gets 60 fps on ultra in Arma.

You could try getting first the GPU and see if the improvement is good enough for you. For that upgrade there's no need to change anything in your system.

Yeah you would, just get one of the cheaper ones

oh no I definitely need a new CPU, thats whats causing me the most problems in Arma. its bottlenecking like crazy, if i play any type of CPU intensive mission it'll run at 15 FPs tops and changing the resolution, graphics settings, etc. doesn't improve performance, pointing to CPU.
