Looking to upgrade my cpu and motherboard. Looking for recommendations

I have had the same crappy cpu and motherboard in my build for a while now and I decided to its time to upgrade.

So now I need a cpu and mother board that will be better then what I have now. My budget is as follows:

cpu: around 200$ (I can not go higher then 230$ no matter what) I am really wanting to switch to intel. I hear intel runs multiplayer games better.

motherboard: under 100$ (there is no way I can go higher then 100$)

Before this escalates into an AMD v Intel debate, there will be times when an overclocked 8350 "beats" a stock i7, but this is entirely dependent on the task that's being run. Besides, comparing a 4.8Ghz 8350 and a stock speed i7 is not only unfair, it's also inaccurate. If you compare both processors at identical clock speeds, the i7 will blow the 8350 out of the water.
Here are my suggestions.

1. Buy an i5 4430.
2. Buy a B85 chipset motherboard (ASRock B85 Pro4 is a fine choice).
3. Buy an XFX PSU, the Corsair CX series is pretty crap.
4. Buy an R9 280 (it's dirt cheap and there's no sense in buying an HD series GPU now).

You also need to remember that mainstream support for Windows 7 is ending next year, so as much as you may dislike it, Windows 8.1 is a better OS choice.
