Looking to upgrade my pc

Hello guys i plan to upgrade my PC this week and found some good offer this weekend. I mostly play game like PUBG , Destiny 2 , Diablo 3 , League of Legends and many more since im trying to play more on my pc than my xbox one. Currently using my GTX 1070 in my current setup and feel a bit laggy on some game idk if cpu fan run too fast but i hear weird noise.

ROG AMD RX 470---------------------Asus GTX 1070 ( already GPU )
i5 6500 3.20ghz-------------------------i7 7700k 4.2ghz or i5 8400 or i5 7600k
Gskill 8gb rams -------------------------Corsair vengance 16gb rams ( already ordered )
disque dur 1to----------------------------I don't plan to upgrade for now maybe SSD later
EVGA power supply 550w gold-----Will change if needed
MSI b150i gaming pro ac-------------No idea right now what would fit best with the 7th or 8th gen


I really don't know what CPU and Motherboard i should get can you please help me.

I played Destiny 2 at vsync off and my cpu usage was always 100% on all 4 and i was hearing a weird noise coming from the cpu fan or nearby and then change vsync for 60fps and cpu usage droped at like 60-70% and no weird noise does it mean my CPU can't follow my graphic card? and i have pretty much the same problem on others games
