Is upgrading from a core 2 quad q8200 2.33ghz to an i3 540 dual 3.06ghz a reasonable thing to do?

Actually, I don't think you will have any performance benefits, you might even lose some performance.
If you consider upgrading to an i3, go for fourth gen at least.
