Looking to upgrade my system(bought in2012~), not sure which parts are outdated though. Would appreciate if someone could give some insight thanks!

Intel(R) Core(TM) i5-3570K CPU @ 3.40 GHz
16384MB RAM
AMD Radeon HD 7800 Series

If budget is no issue then go ahead and get a Core i9 7980xe! Just kidding. But seriously it would be awesome to have that CPU. Go ahead to an 8700K and GTX 1060 if budget is no issue. But if you wanna save money just keep your system how it is and see how it works for you as is. In fact I recommend doing that even if you do upgrade so you can see how much of an upgrade it was.
Why are you upgrading? For certain non CPU demanding games, you could use a videocard upgrade, up to a 1060 I'd say. For CPU demanding games, you're looking at trying to find an i7 of the 37xx series and a 1060.

The more expensive option is to build an all new system, CPU/Motherboard/DDR4/videocard.

I'm looking to get into 3d modeling with programs such as 3ds max/ blender and the like. Also a lot of gaming but not really that graphic intensive games (league, fallout etc). Budget isn't really an issue although I'd like to save where I can. Thanks for the advices guys!
