Looking to upgrade pc

Hello, I have been thinking about upgrading some parts of my pc for a long time, so I could play newer games in better quality. It hasn't been a problem up until now, I could play most of the new games at a minimum of 60 fps, but with some of the new titles, I have had a problem with a lot of spike lags especially with the new Black Ops 4.

I looked around a bit on my computer to try and figure the problem, and I think it might be my CPU, since its working at 100% most of the time when I'm playing Black Ops 4, and it gets up on some very big numbers when I'm playing newer titles but I'm not sure.

If that is not the problem, then please tell me if you know. Thanks before hand :)
