Trying to upgrade my pc, I feel like it is not enough to play the newer games at 144 fps at 2560x1440. Budget is around 400-500 dollars.

Specs
CPU i7-7700
Motherboard Asrock b250m-hdv
Ram Corsair vengeance 2x16 3200hz
Gpu gtx 1080
Psu 550-600 w (not really sure just around that range)

On your budget, the only meaningful upgrade is the graphics card. You can't replace your whole system and still upgrade the GPU.
Your old card will still have a value to it, I don't know where you are to be able to put a $ value on it, but if you add that to the $400-500 you are prepared to spend, you could get a really nice card which could still be used in a future build.

What would you recommend? Also what about cpu bottlenecks?

Going to play the new armored core, played Witcher 3, baldurs gate, and battlebit
Appart from battlebit, the games you listed are mostly GPU-dependant.
Which means that a GPU upgrade would make sense within your budget.
But can you list the exact make/model of your PSU, as it is very important to make sure its a good and stable one.

At 1440p, the GPU will be doing most of the work, your i7 can handle these games at that resolution without a problem.

I would suggest a PSU upgrade and a new GPU.

But a cpu and platform upgrade is also required. you can reuse the ddr4 rams and go for either a 13600k or 5800X3D later or save up and get AM5.
