Solution

Just to clarify, 2.7 Ghz on the i5-6400 looks low, but It's turbo frequency is 3.3 Ghz. Which is alright.

And yeah, It's true. DDR3 RAM is not officially supported with Skylake, so DDR4 RAM is recommended:

So Skylake...
you need ram too, skylake need ddr4 and with 200£ is hard. i5-6500 is the only worth (i5-6400 has a clock speed too low) and cost £160 at least, then u need 50£ for a entry level mobo like the asrock h110 plus 8gb of ram. Otherwise you should stay on Haswell Architecture but it's dead and abandoned with no possibilities to upgrade in the future without changing everything again. Skylake and LGA 1151 is going to be used for next generation too.

So Skylake isn't possible within 200 quid, this is the best you can do with Haswell:

that's what he can do with the money but i would not buy it if I had to stay on old generation, probably he could upgrade just the cpu with a more powerful FX cpu, even used.

I'm sure he will notice the difference between the i5-4460 and an FX-6300 though, quite a big difference between the two. Also quite suitable because he is using a 500 watts power supply and already pushing the GTX 970 with it. The less TDP Intel CPU will help I imagine, less load on the power supply. And if he has a 95w TDP AMD motherboard, then upgrading to an AMD FX-8 core might have caused throttling on his motherboard anyways.

yeah he will notice the difference but he is going to buy an abandoned architecture with no possibilities to upgrade in the future without changing everything again. If he raises the budget just few pounds he could get an i5-6500, an entry level mobo with b150/h110 chipset and some ddr4 ram, he just need 40£ more.

sorry fo the english i'm italian
