That's my system picture.
I run a 120mm water cooler on my CPU, I have to down clock my CPU to 3600mHz because it gets too hot.
My graphics card has 3 fans and it also gets too hot.

I'm looking to get a different CPU cooler so I can run my CPU at normal clocks or overclock it. My graphics card also struggles because it gets really hot.

Is my motherboard bottle necking anything currently? Should I get more RAM, should I get different graphics card?... So many questions. I'm not looking to spend a lot of money.
I'm open to all advice...

Its a full size case, like 5 fans, great airflow, and the temp of the room is about 70 degrees f.

You didn't mention your water cooler. Best option is to upgrade to a 240, 280, or,360 mm AIO

What are you doing, plan to do with your computer? How is it meeting your needs right now? You really need a whole new computer.

I plan to play games at like 60 fps, I want no studdering...
If I play games like gta5 i get frame drops all the time and get like 40 fps...
My water cooler is a 120mm, its not the best.
