You should check following things:
Make sure that your system date and time are correctly set.
Update your network drivers or replace faulty network card.
You temporarily uninstall your antivirus software.
If all things above don't useful, you can try these methods
1. Disable Proxy Settings
2. Reset TCP/IP
3. Remove your antivirus software
4. You can use System Restore Point. System Restore allows you undo the changes performed on the system which is very effective in case your computer starts to the error.

I let windows set my time automatically so that shouldn't be the problem i guess
My driver is up to date, and i use the motherboards integrated network card and dont have other so i cant really replace it.
I dont use any antivirus.
I dont use proxy.
I'll reset the TCP/IP and see if it helps, edit: it didnt solve the problem
and sadly i dont have system rostore points,the only big thing i can come up with that changed with my system is that i enabled Hyper-V, i dont know if it can cause problems like this.
