Losing FPS cause of CPU?

My rig :

i5 4690k @ 4,2 Ghz
Gigabyte GTX 970 G1
8 GB of RAM 1866 MHz

In GTA V, when flying with a helicopter at high speed, I can see in my MSI afterburner overlay that my CPU usage is aroung 90-100 %, and in that period I start to experience FPS drops (3-5 FPS), whereas my GPU usage is around 75 % (when flying a helicopter).

Should I overclock my CPU to 4,5 GHz ? I assume it would give me a slight performance boost...

You could try it.

I have had times where my hard disk can't keep up with textures and music either when travelling through the game at high speed.

I dont think hard disk is the problem. (its defragmented, western digital black 1 GB)

So like, if I OC my CPU to 4,5 GHz, my in-game CPU usage should be smaller, right ?

Ok guys, so I have tried it. I increased my overclock to 4,5 GHz, but I couldn't get normal temperatures, so 4,5 GHz is a big NO for me (my air CPU cooler is Coolink Coolator DS). I cannot force 4,5 GHz on my rig.

So, why do I have this problem (high Cpu usage), shouldnt the 4690k be enough for GTA V (its on par with i7 4790K in benchmarks) ??
