Losing frames where I shouldn't be

Okay, So I built a pc for christmas and I put a large amount of money into it. It has no problem running games at the highest settings and having good fps but in one game in particular it feels like I have a crappy computer. That Game would be Cs:Go. I Run it at 200+ frames but when ever someone shoots or a flashbang pops my fps Plummets making it very choppy and basically impossible to play. Also when im recording the game with DxTory The frames drops plummet to 30 from what was once 200+. This should not be happening.

Intel i7-5830K Clocked at 3.50GHz
Gtx 970
32 Gb of ram
Asus X99 Pro Motherboard
750W Corsair Power supply
WINDOWS 10

Since your PC is new first make sure your motherboard/cpu/gpu all have the correct drivers installed. This can hurt games if incorrect drivers or none are installed. Only thing i can think about DxTory would be to make sure that there is no hidden frame rate control enabled or something like that. Try using OBS(Open Broadcaster Software). Yes i know it is meant for streaming mainly but it also has a handy record feature and lots of options. It's very light on the system and i love using it.
 


All drivers are up to date and the same thing happens with OBS
