Tom's Hardware Has Always Been The Right Path For Me To Look For FIxes!
This Is The First Time Im Posting Here, Because The Issue Is Way Out Of My Knowledge, Ill Try To Best Describe It :

So im a gamer , mostly I play CSGO, in which ping is a huge factor and losses too, from recent two months I am getting high ping and network delay kind of stuff (happens mostly between 1PM-3AM), Here Are some of my system specifications, and some pingtest results

Firstly , My Normal Ping To Dubai Servers Is, 60-80.
what I get these days is 200+ goes till 500. losses spike to 20%

ping test for a csgo Dubai server

My PC Specifications:
I5-2320
8GBRam
1050TI
Win 8.1

one more thing, my onboard lan card have some driver issues, so I use an external USB lan thing from realtek.

My Internet connection is 8Mbs,
download speed goes to 1mb/sec, so fine for me

but this ping kills me (literally in csgo)
making gaming impossible for me.
speedtest.net shows my connection to be 3-4 mbs, while its 8mbs
my ISP says, "I DONT KNOW WHATS WRONG!, All GOOD FROM MY SIDE"

Please help me figure out this issue.

Solution
Here is my understanding:

The first hop in tracert is your router (192.168.0.1)

The second hop in tracert is his router (10.0.0.132 and then, later, 10.0.2.86)

He seems to be using private IP addresses:

https://www.lifewire.com/what-is-a-private-ip-address-2625970

Not what I would expect to see from a "distributor".

Let him fix the wire and see what happens.

In the meantime, someone else following this thread may be able to spot some error of commission or omission on my part.

How are you connected to the internet/ISP?

For example:

ISP ----> modem -----> router ------>PC

Or

ISP -----> modem/router ----->PC

I am wondering about the 192.168.0.1 and 10.0.0.132 IPs shown in the tracert output.

What make and models for the modem, router, or modem/router as applicable?

im not sure of what you are asking, ill answer it to the best of my knowledge
my ISP is a local one,
a wire comes from his office to the pole outside my house, then an ethernet cable from the pole to my router "Model No. TL-WR840N" (its new)

That is helpful. Seems to explain the IP addresses....

Who is "his office"?

Is there some other box or device on the pole or just a wire from the office to your router?

In any case, if you are connecting to someone else's router (or modem) then you need to work with that person to correctly connect and configure your respective devices so they will work together and not conflict.

A conflict/misconfiguration is likely the cause of the delays.

his office, i mean like hes the supplier of internet in my area, he is getting his internet from PTCL, like hes a distributer, the office is like 500Meters away, the wire goes to the pole, then theres a box with some stuff there, possibally router etc,
do you want me to tell my ISP to check box?, for faulty devices or configs?

Wired Ethernet has a limit of about 100 meters.

So the box on the pole may be some sort of booster.

He may be stealing and reselling internet services.

Who are you paying? That is who you should contact.

If you are paying the office guy then verify with PTCL that he is an authorized "distributor".

Unfortunately there is a considerable amount of corruption in some areas. You may be a victim.

No sir, i am sure there is no corruption, i am trying to explain that he is the ISP in my area, and is an authorized distributor with PTCL, yesterday he came to try and fix the issue, as i told previously that my connection is 8mbps, he removed this limit in order to check if the issue gets fixed, now my download and upload goes upto all thats available, 30-50mbps and same for upload. Now the ping stays alot better , like 120ish, though it should be 80, its still spiking a little bit, so i personally think the issue is in the wire, today he will come change the wire and we will see if the issue is fixed, if not then i don't know what should be done :/

moreover, while the internet is better now in early morning, here are the tracert results,
