[SOLVED] Loud CPU fan at low RPM

My cpu fan seems to be loud even when the RPM is low, any idea why? I have the Deepcool Gammaxx 400 and it was happening with this fan so I ended up replacing the fan, but keeping the heat sink, with the Noctua NF-F12 PWM fan and it’s still loud when the RPM is at 300. The maximum sound is supposed to be 22.4 dB so why is it so loud?

The pc is a week old so I know there’s no dust build up.

Your video didn't post. But a week old hard drive shouldn't be making loud noise. Hard drives aren't quiet like the SSD' are. They do make some noise. There are also rubber isolation mounts that limit the transfer of noise and vibration to the case.

I would return it for replacement before the return period runs out. If you wait, you run the risk of loosing data when it does fail.


Fan is probably hitting the cooler or a cable. Check if you haven't mounted the fan to close to the heatsink or a cable is interfering with it.
 
Although it isn't one of there low noise fans. It should be pretty quiet at 300 RPM. Are you sure it isn't another fan (like the graphics card).

There is a way to determine the fan. With the fan controller you can turn other fans off and then turn them on one at a time to isolate the noise.

Another way is (when you can her the noise) press your finger against the fan hub. That will slowdown or stop the fan, but it will also change the pitch of any noise coming from the fan. So go through al of the fans one at a time until the pitch of the noise changes. You can also use he eraser end of a pencil instead of your finger. And don't forget the graphics card and power supply fans.
 
Thanks for the responses. There isn’t any cables that are hitting the fan and it seems to be mounted properly, it’s not loose or anything. I have a Gt 710 GPU which is obviously a tiny GPU so I doubt it’s that, the fan is tinyyy on that thing.

What do you mean by fan hub? I don’t seem to have one of those. My PSU is a bequiet! Pure Power 10 500w and it seems to be dead silent. The reason I’m 99% sure it’s the CPU fan is because when I power down my pc, the sound only stops when the cpu fan does as I watch it until it spins slower (the noise decreases while this happens). The only fans I have in my case are the GPU fan, CPU fan and PSU fan and like I’ve said, doesn’t seem to be those.

The sound just sounds like a normal fan spinning, like if you were to turn on a proper office fan.
 
I havent tried that lmao. I was just very confident it wasn’t. I’m not home atm, but I’ll remove it when I can. I don’t have integrated graphics so will the pc still boot without the GPU? Or will I have just no display
 


The fan hub is the solid flat center of the fan blade.

The power supply is probably mounted fan down if you can't see it, but it definitely has one. It may be programmed to only come on when it reaches a set temperature (a low noise feature). My Seasonic Platinum PSU is like that (I've never actually heard the fan on the PSU. I know it runs though because the filter below it gets dirty.

At a minimum it should have front intake case fan and a rear exhaust case fan.

 
Yikes, turns out it was actually the hard drive lol. I have no idea why it’s so loud when it has 0 disk usage. It’s also making this weird sound, does it mean it’s failing? It’s only a week old (1TB Wd Blue)

Btw, this video was recorded yesterday when I thought it was the CPU cooler which is why the video is pointed at that (but actually hard drive that is making the noise).
