Loud fan noise coming from PC

Having an issue with my computer making loud noises. Ive recently bought a new PSU for my system since my last one was making a lot of noise. I replaced it to find out that one makes a lot of noise also. How is this possible?

Im sure it is the PSU but now I cant be 100% sure. The noise starts at random and my computer can be quiet at bootup. Ive stopped every fan while the pc is turned on incase it was them making the noise, it wasnt.

The only thing I can think of is my new Msi 1080, these fans dont spin all the time tho. Any ideas?

unplug EVERYTHING form the PSU. Take a wire a jump the GREEN wire to ANY of the Black wires on the 24 pin power connector like so

The PSU will power on. see if the fan is loud. If it is not then plug everything back in and remove GPU. Then turn on the PC and see if the fan noise went away. It is just a matter of elimination
