Loud PC, overheating?

So, I realized that my PC is starting to get really loud when I play games..
I have an AMD Athlon X4 750 Quad Core CPU 3,4 GHz, 8 GB of RAM and a Radeon R7 200 Series GPU. My GPU is about 30-40 degrees when idle and it's about 60-70 degrees. I play games like CSGO and Borderlands 2 when my PC gets loud.. I cleaned it about a month ago. I'll clean it again next week. My friend told me that the problem might have been caused by not applying thermal paste in a long time. I bought this PC about a year ago.
My questions are:
-Is 60-70 degrees Celsius too much for my GPU?
-Should I apply the thermal paste?
-Do I need to do anything else aside from that?

50-60 degrees is absolutely fine, same with then graphics card temperatures. How loud the PC gets can either be how hot the CPU or GPU gets, they both have independent fan profiles.
Are you sure that it is a fan noise, if it is a fast ticking-like noise, it could possibly be coil whine from your GPU or PSU.

Try turning on a game and open your PC to see where exactly the noise is coming from.

AMD fans do get loud, they are pretty rubbish.

I would double check which fan it is thats noisy, but I would bet on the CPU fan - in which case I would replace it with a better after market cooler.

Then, just take a look around your case and find which fan / fans are making the noise.

It's the GPU fan. I don't understand why it's so loud. There is a little bit of dust which I'm gonna clean but I still don't get why it wasn't making any noise when I first got this PC.. I would even run GTA 5 on medium settings and I don't remember my PC going insanely loud..
